Change of name of the Committee on Migration, Refugees and Demography to Committee on Migration, Refugees and Population

1. The Parliamentary Assembly recalls
Resolution 144 (1958) on the establishment of a committee on population and refugees and
Resolution 685 (1979) on the title and membership of the Committee on Population and Refugees according to which it decided to name this committee the “Committee on Migration, Refugees and Demography”.
2. The Assembly notes that the Committee on Migration, Refugees and Demography, after various discussions, considered that the word “demography” in its title was somewhat misleading and no longer reflected its real interests and concerns. Consequently, the committee decided that the word “demography” should be replaced by “population”.
3. The Assembly is aware of the committee’s concern to properly reflect its real activities in a more transparent manner thus changing the word “demography” to “population”. Another argument for the change of its title is that the committee’s counterparts in the intergovernmental sector of the Council of Europe, as well as in the United Nations, are called respectively the “European Population Committee” and the “Committee on Population”.
4. The Assembly also notes that the proposed new name has no consequence on the terms of reference of the committee and that it is therefore not necessary to modify
Resolution 1235 (2000) on the terms of reference of Assembly committees (implementation of
Resolution 1220 (2000)).
5. Consequently the Assembly decides:
5.1 to replace Rule 43, paragraph 1.5, of the Assembly’s Rules of Procedure by the following words: “Committee on Migration, Refugees and Population”;
5.2 to replace in all complementary texts to the Rules of Procedure the name “Committee on Migration, Refugees and Demography” by “Committee on Migration, Refugees and Population”.
