1. The Parliamentary Assembly refers to its Resolution 1421 (2005) on relations between Europe and the United States.

2. It recommends that the Committee of Ministers :

at regular intervals include issues of common concern to its member states and to the United States on the agenda of the sessions of the Committee of Ministers, and invite the United States to be represented ;

consider inviting the United States Government to be represented in the 3rd Summit of Heads of State and Government of the Council of Europe in the light of the topics on the agenda.
