1. The Parliamentary Assembly refers
to its Resolution 1534
(2007) on the situation of migrant workers in temporary employment
agencies (TEAs).
2. In this context the Assembly recommends that the Committee
of Ministers ask the relevant intergovernmental committees to develop
co-operation programmes with the International Labour Organization (ILO)
and the European Union in order to:
2.1 research existing patterns of abusive practice in the
transnational recruitment of temporary workers;
2.2 assist member states, particularly non- European Union
member states, in developing and enforcing strategies to combat
irregular recruitment and trafficking of workers;
2.3 assist member states, particularly non- European Union
member states, to regulate labour recruitment and to apply efficient
enforcement mechanisms (labour inspection, dissuasive sanctions, penalties
including criminal prosecution);
2.4 assist member states in developing information campaigns
on the rights of migrant workers and their working conditions.
