The Parliamentary Assembly, recalling its Resolution 1610 (2008) on the accession of the European Union/European Community to the European Convention on Human Rights, recommends that the Committee of Ministers immediately open negotiations with the European Union on the instrument of accession, on arrangements for accession and on its procedural implications, bearing in mind the specific characteristics of the European Union, so as to ensure the rapid adoption of instruments for accession
