1. The Parliamentary Assembly refers
to its Resolution 1636
(2008) on indicators for media in a democracy and recommends
that the Committee of Ministers:
1.1 endorse
the list of basic principles contained in the above-mentioned resolution;
1.2 take this list into account when assessing the media situation
in member states;
1.3 establish indicators for a functioning media environment
in a democracy, based on this list, and draw up periodical reports
with country profiles of all member states concerning their media
situations.
