Assembly refers to its Resolution
1661 (2009) on the honouring of obligations and commitments by Serbia
in which it fully supports Serbia’s European aspirations and calls
upon the authorities to concentrate all their efforts on improving
co-operation with the International Criminal Tribunal for the former Yugoslavia,
as well as completing the necessary reforms in the field of democratic
institutions, the rule of law and human rights.
2. The Assembly recommends that the Committee of Ministers:
2.1 take Assembly Resolution 1661 (2009) into account in the context of the Secretariat’s reporting procedure
before the Group of Rapporteurs on Democracy (GR-DEM);
2.2 continue and reinforce existing assistance programmes
to support Serbia in the implementation of obligations and commitments
to the Council of Europe by allocating appropriate financial resources and
making use of bilateral donor funding, where necessary;
2.3 work with the Serbian authorities to develop, where appropriate,
new targeted co-operation programmes in the fields of strengthening
democratic institutions; local and regional democracy; reform of
the judiciary and of the Public Prosecutor’s Office; the fight against
corruption; human rights, including the rights of persons belonging
to national minorities; mass media and education, making full use
in particular of new funding opportunities, including within the
framework of the European Union’s Instrument for Pre-Accession Assistance
(IPA).
