Recalling that the Council of Europe has a statutory duty
to help member states to overcome such situations by constitutional
and democratic means, the Assembly recommends that the Committee
of Ministers:
2.1 be actively involved,
in close co-operation with the international organisations and diplomatic representatives
of Council of Europe member states which are competent in the field,
in the search for a political solution to the crisis and support
the efforts to bring all political parties to the discussion table;
2.2 consider monitoring developments in Albania, possibly
by including this item on the agenda of its Rapporteur Group on
Democracy (GR-DEM) with a view to proposing any further action to
the Committee of Ministers as may be required by the situation;
2.3 engage in a dialogue with the Assembly on how the Organisation
can contribute to a solution to the current crisis.
