1. The Parliamentary Assembly, referring
to its Resolution 1820
(2011) on asylum seekers and refugees: sharing responsibilities
in Europe, considers that Europe has to take further measures to
ensure that responsibilities for refugees and asylum seekers are shared
fairly in Europe and that those seeking international protection
have access to fair and efficient systems for the processing of
their claims.
2. The Assembly therefore invites the Committee of Ministers
to:
2.1 establish a Council of
Europe good practice guide in asylum determination practice and
procedure, highlighting the relevant Council of Europe human rights standards;
2.2 ensure Council of Europe access and input to any materials
developed by the European Union, for example by the European Asylum
Support Office, to ensure that the interests of all 47 member states
of the Council of Europe (and not just the 27 member states of the European
Union) are fully taken into account;
2.3 provide a framework for providing mutual assistance, resettlement
and relocation of refugees across the 47 member states of the Council
of Europe.
