In the draft resolution, replace paragraph 8.4 with the following paragraph:

"ensure the voluntary return of all displaced persons in safety and in dignity, in accordance with international law and reverse the acts of ethnic cleansing of Georgians;"

Explanatory note

The absence of international monitoring on the ground seriously hinders the process of addressing the humanitarian consequences of the war and contributes to the repeated violation of human rights in the war-affected areas, as stated in Resolution 1648(2009), paragraph 24.14 and Resolution 1664(2009) paragraph 5.17.3.
