1 Decisions of the
Bureau requiring ratification by the Assembly
1.1 Election of judges to the European Court of Human
Rights in respect of the Slovak Republic
The Bureau took note of the recommendation of the Sub-Committee
on the election of judges to the European Court of Human Rights
concerning the rejection of the list of candidates for the post
of judges in respect of the Slovak Republic and submitted the recommendation
of the Sub-Committee to the Assembly for approval within the progress
report (Doc. 13233 Addendum II).
1.2 References and transmissions to committees
The Bureau considered and approved the references and transmissions
to committees (see Appendix).
The Assembly is invited to ratify
the above proposals made by the Bureau.
2 Other decisions of the Bureau
2.1 Third part-session of 2013 (24-28 June)
2.1.1 Election of judges to the European Court of Human
Rights in respect of Iceland and Lithuania
The Bureau took note of the report drawn up by the Sub-Committee
on the election of Judges following interviews with candidates for
the posts of judges to the Court in respect of Iceland and Lithuania,
and transmitted it to all members of the Assembly (Doc. 13233 Addendum
II).
2.1.2 Draft agenda
The Bureau updated the draft agenda.
2.2 Election observation
2.2.1 Early parliamentary elections in Bulgaria (12
May 2013)
The Bureau approved the final report of the ad hoc committee.
2.3 Extension of references
The Bureau considered and approved the following extensions
of references:
- Doc. 12661 (Reference 3816 of 3 October 2011 – validity: 3 October
2013), motion for a resolution, Counteraction to manifestations
of neo-Nazism and xenophobia: extension until 3 October 2014;
- Doc. 12752 (Ref. 3820 of 25 November 2011 – validity: 25 November
2013), motion for a recommendation, Revision of the European Convention
on transfrontier television: extension until 31 December 2013.
2.4 Communications
The Bureau took note of communications by the President and
by the Secretary General and the Deputy Secretary General of the
Council of Europe.
2.5 Issues raised by committees
2.5.1 Committee on Political Affairs and Democracy
The Bureau authorised Ms Anne Brasseur (Luxembourg, ALDE),
Rapporteur on the “Political transition in Tunisia” to conduct a
fact-finding visit to the country, in the framework of the preparation
of her report.
2.5.2 Committee on Legal Affairs and Human Rights
The Bureau authorised Mr Arcadio Díaz Tejera (Spain, SOC),
to attend a conference organised by the Mexican Federal Institute
of Access to Information and Protection of Data, in Mexico City
on 4 July 2013, in his capacity as Rapporteur on “National Security
and access to information” (at no cost for the Assembly).
2.6 Meetings elsewhere than in Strasbourg and Paris
