In the draft recommendation, paragraphs 1, 1.2 and 1.3, replace the words "excesses of" with the following words:

"violations of the law by"

Explanatory note

The word "excesses" is not defined and if it were, it could only amount to "violations of the law", in order to be in conformity with all the provisions of the European Convention on Human Rights and other relevant instruments protecting the equal and inalienable rights of all human beings.
