The Parliamentary Assembly considered it important that, given in particular the experience acquired during his mandate, the outgoing President should be an ex officio member of the Committee on Political Affairs and Democracy. It also appears advisable that, as with the chairpersons of political groups, he should also be an ex officio member of the Monitoring Committee and of the Committee on Rules of Procedure, Immunities and Institutional Affairs, two fields where a former President of the Assembly has been led to play an important role and where his experience can be useful.
It is therefore proposed to add, at the end of Article 20.3 of the Rules of Procedure, the words “of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (monitoring committee) and of the Committee on Rules of Procedure, Immunities and Institutional Affairs”.
