In the draft resolution, paragraph 9, replace the words "not to be allowed unless" with the following words:

"to be".

Explanatory note

Keeping in mind that the report is about religion and the exercise of this right, it would be more appropriate to refrain from using prohibitive language. The amendment aims to formulate the obligation of member States in a more positive manner while keeping the meaning and content perfectly intact.
