In the draft resolution, after paragraph 20.1, insert the following paragraph:

"set out clearly, as part of this response, that the mere fact of travelling to join a terror association or group is considered a criminal offence in most Council of Europe member States, not least by virtue of the Council of Europe's Convention on the Prevention of Terrorism (CETS N° 196) and notably its Article 6;"
