" Considerin g the patent necessity of preventing the proliferation of international courts and avoiding the successive creation of new courts for the Protection of Human Rights and for the settlement of disputes in connection with the Coal and Steel Community and the proposed Agriculture and Transport Pools,
" Considering , moreover, that the Court to be established in accordance with the Convention organising the European Coal and Steel Community will consist almost exclusively of judges appointed by the Governments of the Member States of the Community and that such a Court does not afford a sufficient guarantee of independence and impartiality,
" Accordingly ,
" Request s the Committee of Ministers to review at the earliest opportunity the whole question of the processes of settlement of international disputes."
