In the draft resolution, replace paragraph 2 with the following paragraph:

"The Assembly expresses its concern that in 2017, again, the co-rapporteurs for the monitoring procedure have not been able to visit the Russian Federation as a part of the boycott by the Russian delegation of the work of the Assembly and Russia's continuing violation of its explicit accession commitment to cooperate with the monitoring procedure.".
