In the draft resolution, paragraph 4.6.2, replace the words:

"and is done for the shortest possible period of time"

with the following words:

"and should be done only for the necessary period of time".

Explanatory note

The last seven words of the paragraph indicate that it is always best to return a child to its parents as soon as possible. However, in many cases, a return to parents too early has proven to cause additional difficulties and trauma for the child.
