In the draft resolution, after paragraph 5, insert the following paragraph:

"The Assembly reserves the right to immediately apply to the Committee of Ministers to terminate the membership of its member state in the Council of Europe, if such state fails to fulfill its financial obligations to pay a financial contribution for more than two years."
