Meeting in accordance with the provisions of Rule 6 of the Rules of Procedure, the Committee appointed for the verification of credentials examined the credentials of the new Representatives and Substitutes to the Consultative Assembly of the Council of Europe, appointed as a result of General Elections or of some internal event occurring in their country since the first part of the Session.
The following Members : France, Ireland, Luxembourg and the United Kingdom, for this reason presented new credentials, attested by their respective Ministers for Foreign Affairs.
No observation is called for in the case of Luxembourg and the United Kingdom, except in the case of Mr. Donald Wade whose credentials have not been forwarded. Should they arrive within the next few days, a supplementary report will be placed before the Assembly.
In regard to France, the Minister for Foreign Affairs has submitted new credentials for the entire French delegation, although there has been no change in the composition of the Council of the Republic. Only the credentials of M. Plaisant, who has succeeded M. de Felice on the latter's election to the National Assembly, required verification. The Committee nonetheless took note of the confirmation by the Minister for Foreign Affairs of the credentials of the remaining French Senators who are acting as Representatives or Substitutes on behalf of their country to the Consultative Assembly.
As for Ireland, it will be remembered that the Irish Government did not feel itself in a position to appoint all the members of its Delegation at the beginning of the Third Session, owing to the dissolution of the Irish Parliament. For the present half of the Session the Irish Minister for External Affairs has sent only supplementary credentials to the Consultative Assembly. These credentials call for no comment.
