We, the undersigned, declare the following and:

  • reiterate our unwavering support to Ukraine’s sovereignty and territorial integrity within its internationally recognised borders, its European and Euro-Atlantic aspirations;
  • deplore the military escalation by the Russian Federation, especially by the ongoing Russian build-up of military forces around the Ukrainian borders, and in the illegally annexed Crimean peninsula;
  • call upon the Russian Federation to cease its provocations, to stop the disinformation campaign, to ensure freedom of navigation in the Black and Azov seas, and de-escalate the situation in accordance with the risk reduction mechanism of the Vienna Document and uphold the OSCE principles and commitments as well as statutory obligations before the Council of Europe in letter and in spirit;
  • commend Ukraine for its steadfast commitment to the peaceful resolution of the Russian Federation’s instigated conflict and for the restraint demonstrated by the Armed Forces of Ukraine. By recent moves, the Russian Federation is clearly undermining the efforts to promote peace, while, at the same time, falsely blaming Ukraine and denying its own involvement in the Donbas;
  • take the Russian Federation’s provocations and military escalation seriously and send a very clear signal to the Russian Federation that there will be serious consequences, including sanctions, should the Russian Federation not desist.
