In the draft resolution, at the end of paragraph 9.3.2, insert the following words:

"as long as the pardons conform to Article 14 of the Convention and are not privileged in exchange of partisan benefits for the authorities that grant the pardon, especially in the cases of criminal offenses of corruption and embezzlement of public funds that contravene the recommendations of GRECO and the Council of Europe;"
