In her annual report “Multilateralism 2020”, the Secretary General of the Council of Europe, Ms Marija Pejčinović Burić, highlighted how the Covid-19 pandemic has exposed both the escalating challenges facing multilateral institutions and the centrality of these institutions to finding common solutions to common problems.

On its part, in its Resolution 2271 (2019) “Strengthening co-operation with the United Nations in implementing the 2030 Agenda for Sustainable Development”, the Parliamentary Assembly reiterated its commitment to international order based on effective multilateralism, with the United Nations and its Charter as its cornerstone.

Furthermore, Resolution 2369 (2021) “The Assembly’s vision for the strategic priorities of the Council of Europe” called on the Organisation, as a platform for genuine multilateralism in Europe, to further develop effective and sustainable co-operation with other multilateral organisations, both in Europe and around the world.

The increasing awareness of the need to reform and revitalise multilateralism has led, in the past few years, to a number of initiatives, such as the Alliance for Multilateralism, and to the formulation of different concepts for a new multilateral system by different States or groups of States.

We strongly believe that only multilateralism can provide solutions to today’s global challenges such as the maintenance of peace and security, climate change and environmental protection, mass migration and growing inequalities. The Assembly should take a leading role in promoting a renewed and inclusive multilateralism that can provide timely, co-ordinated, effective and durable responses to global challenges.
