In the draft resolution, paragraph 8, replace the words "there is worrying evidence" of with the following words:

"there are worrying reports on"

Explanatory note

The PACE is not an investigative institution to speak in terms of "evidence" and it is not prescribed in its mission to prove or disprove something. The PACE acts based on "reports" collected from different sources and therefore, it is important to replace the word "evidence" by the word "reports".
