1. The Parliamentary Assembly refers
to its Resolution 2391
(2021) “Humanitarian consequences of the conflict between
Armenia and Azerbaijan / Nagorno-Karabakh conflict”.
2. The Assembly believes that the Council of Europe has an important
role to play in helping both Armenia and Azerbaijan to tackle the
humanitarian consequences of the conflict between the two countries.
3. The Assembly therefore invites the Committee of Ministers
to:
3.1 take into account the humanitarian
consequences of the conflict when preparing new action plans for
Armenia (2023-2026) and Azerbaijan (2022-2025), and show flexibility
in the implementation of ongoing action plans and adapt them to
the consequences of the conflict. The Committee of Ministers is invited
to pay particular attention to the needs and rights of displaced
persons and issues surrounding their return, confidence-building
measures for all affected communities and measures necessary for building
tolerant societies and tackling hate speech;
3.2 follow up on the notification to the Committee of Ministers
by the European Court of Human Rights on 16 March 2021 concerning
alleged Armenian captives and promote a solution to this ongoing issue.
