We, the undersigned, declare the following:

We note with deep concern and firm disapproval recent statements made by the President of the Russian Federation and other leading Russian representatives. ln these statements, they hold out the threat of military action to be taken unless a fellow Council of Europe member State, Ukraine, follows their admonitions as regards central aspects of that country's sovereignty, notably its security policy.

Additional unacceptable exhortations affecting their security policies have been directed at several other countries -whether NATO members or not- which, if ever acted upon, would greatly upset the largely successful post-1990 European security order, and which would threaten to return our continent to the conflict-prone, preceding Cold War era. Therefore, the undersigned call on all good forces to unite in order to restore the respect for the basic principles of international law and for the peaceful, orderly resolution of disputes.
