On 15 February 2022, members of the State Duma voted for the draft appeal to the President of the Russian Federation for recognition of so-called “LPR” and “DPR”.

On 21 February 2022, the President of the Russian Federation recognised the independence of illegal self-proclaimed entities in the temporarily occupied territories of Ukraine and ordered the military troops of the Russian Federation to enter the territory of Ukraine.

By this decision, the Russian Federation has blatantly defied the fundamental norms and principles of international law, violated the sovereignty and territorial integrity of Ukraine within its internationally recognised borders.

Despite the cautious statements of the Council of Europe leaders on escalation by the Russian Federation, the latter not only refused to continue the eight-year “dialogue”, but also began a new phase of aggression towards Ukraine.

For eight years, Ukraine and its partners have been trying to convince European politicians that any concession to the Russian Federation resulted in additional demands and ultimatums. Now Russian Federation has explicitly stated that Ukraine and other States that were once part of the Russian empire have no right to exist.

Russian authorities have continuously failed to fulfil the recommendations included in Resolution 1633 (2008), Resolution 1647 (2009), Resolution 1683 (2009), Resolution 1990 (2014), Resolution 2034 (2015), Resolution 2063 (2015), Resolution 2132 (2016), Resolution 2292 (2019), Resolution 2320 (2020), and Resolution 2363 (2021) of the Assembly.

Russian actions are in clear contradiction with the Statute of the Council of Europe, as well as with the commitments undertaken by the Russian Federation upon accession to the Council of Europe.

In the light of the above, the undersigned demand that, in accordance with Rule 9.1.a of the Rules of Procedure, the Parliamentary Assembly shall annul at the earliest opportunity the ratified credentials of the Russian delegation on substantive grounds.
