In the draft opinion, after paragraph 15.2, insert the following paragraph:

"invites the Secretary General of the Council of Europe, the chairperson of the Committee of Ministers and the President of the Parliamentary Assembly - associating other bodies of the Council of Europe if need be - to put into place a special task force to assess the needs, design, accompany and put into practice concrete additional measures and actions to be taken by the Council of Europe and its bodies, and such at all times in a coordinated and synchronized fashion, strictly within the competencies of the Council of Europe."
