In the draft resolution, after paragraph 3, insert the following paragraph:

"The Assembly reiterates that, in order to safeguard and maintain democratic security, respect the rule of law and guarantee fundamental rights and freedoms for each and every human being within the Council of Europe, genuine democracy implies that member States should fully refrain from threatening the use of force to resolve international and internal disputes."
