In the draft recommendation, after paragraph 8.6, insert the following paragraph:

"research a new city to be the host of the Council of Europe premises. Despite many attempts over the past decades, the city of Strasbourg remains very difficult to reach and is therefore anything but the crossroads of Europe. While the number of international train connections have improved, Strasbourg airport remains underdeveloped and very expensive as a destination. After more than 70 years, a new venue, reflecting the new realities of a wider Council of Europe and with modern transportation means needs to be found."

Explanatory note

In his inaugural speech of 2012, PACE President Mignon noted:

"I now wish to broach a subject which is a source of irritation to most of you, namely Strasbourg’s transport links. Rest assured that I will make every effort to change things"

Ten years onwards the situation has not improved
