In the draft recommendation, at the end of paragraph 9, insert the following sentence:

"What could be more symbolical that after the war, the Council of Europe shall move its headquarters to Kyiv, Ukraine's beautiful but war-ridden capital, honouring the enormous sacrifice the Ukrainian people have made to guarantee peace and stability for the entire European continent."

Explanatory note

Strasbourg was chosen in 1949 after World War II. Moving the Council of Europe HQ to Kyiv would entail the recognition the Council has expanded eastwards. Kyiv has also a modern airport serving more than 160 destinations. The new building could be financed with confiscated money of Russian assets
