In the draft recommendation, at the end of paragraph 17, insert the following sentences:

"In order to avoid duplication of work, efforts and approaches, they should also clearly define the contours of the area of responsibilities of the Council of Europe and other International Organisations. Too often, way too many Organisations are working on exactly the same topic, sending therefore diffuse signals and work going unnoticed."
