In the draft resolution, paragraph 13.1, delete the words:
"or hybrid tribunal"
Explanatory note
Since Iraqi and Syrian systems are no longer considered an option, member States should instead consider establishing a fully international special tribunal. Pushing for a narrower range of options might at least allow for proper administration of justice, eventually enabling the Council of Europe community to ensure it.
