In the draft recommendation, at the end of paragraph 8.3.3, add the following words:

", as well as commit to confiscate sanctioned oligarchs’ and state-owned Russian assets and use them to fund Ukraine’s reconstruction;"

Explanatory note

Apart from supporting the setting up of the compensation mechanism, it is important to devise ways to provide funds for compensation and reconstruction. Confiscation of Russian assets compliant with international law should be one of the primary ways to ensure funding for reconstructing Ukraine.
