In the draft resolution, paragraph 11, first sentence, replace the words "International organisations and non-governmental organisations working in peacekeeping operations have not been exempt from using their positions" with the following words:

"International organisations, non-governmental organisations, and their members working in peacekeeping operations are no exemption from using their positions"

Explanatory note

It is important to include the members of the organisation to show their responsibility in this context, too. Further, using "no exemption" instead of "have not been exempt" eliminates the passiveness.
