On 27 November 2015 in Sofia, the Standing Committee of the Parliamentary Assembly adopted a Declaration calling for a Summit of the Heads of State and Government of the Council of Europe member States in order to reaffirm, at the highest political level, their commitment to the common values and principles of European unity and co-operation. The Fourth Summit of the Council of Europe is going to take place on 16-17 May 2023 in Reykjavik. lt will be a forum which aims to strengthen the role of the Council of Europe in the European political architecture and to reshape the foundations of multilatera lism.
It is important for the European process not only to discuss the speed of development of member States, but more importantly to reaffirm the final goal and destination of this process, as envisaged by the European Founding Fathers, and to strengthen the principles of European unity and co-operation.

What are the commitments of the Committee of Ministers to include in the Agenda of the Summit the discussion about reaffirmation of European unity, co-operation and how to reshape more efficiently the foundations of multilateralism?
