The Assembly,
Considering that the Austrian people is an integral part of Europe,
Considering that it has widely contributed to the spread of culture and to the progress of Western civilisation,
Considering that all the Allied Powers, by solemn declaration, undertook during the Second World War, as one of their principal tasks, the liberation of this people and its full restoration to independence,
Considering that the Austrian people is a true democracy and acknowledges the principle of the Rule of Law and the right of mankind to enjoy the Fundamental Freedoms,
Considering that it would therefore be just that this people should be invited to accede to the Council of Europe,
Expresses the wish that the Committee of Ministers may seize the first appropriate opportunity to invite Austria to become a Member of the Council of Europe.
