In draft resolution, paragraph 8, third sentence, delete the following words:

"between Baku and Khakendi/Stepanakert"

Explanatory note

The dialogue is to be conducted between the central authorities in Baku and local ethnic Armenians living in the Karabakh region of Azerbaijan. In the current sentence, the wording “Khakendi/Stepanakert” is not acceptable, since it may insinuate representing some kind of entity, which is not and can’t be the case.
