In the draft resolution, at the end of paragraph 5, add the following words:

"as well as the other interested actors beyond the region who are striving to cause disturbances and raise further tensions in the world."

Explanatory note

Such authoritarian regimes like Russia and its allies have been found to provide military assistance to both terrorist organisations like Hamas and Hezbollah and individual non-affiliated terrorists.
