Despite the establishment of a protection platform in 2015, alerts regarding threats to journalists have significantly increased, with less than 5% resolved in 2023. The Assembly expresses concern over state authorities often being the source of these threats and highlights the need for member States to fulfill their obligations under the European Convention on Human Rights. It calls for comprehensive national strategies to protect journalists, legislative reforms to prevent abuses, and enhanced measures to ensure accountability for crimes against media professionals. The Assembly also urges member States to actively participate in the newly launched Council of Europe Campaign for the Safety of Journalists, aiming to foster a safer environment for media independence and pluralism across Europe.
