This written declaration does not reflect the position of the Assembly; only of those members that have signed it. It will not be considered further by the Assembly.
We, the undersigned, declare the following:
Taking into account the ongoing brutal aggression of the Russian
Federation against Ukraine, we express our full support to Ukraine
in its struggle for freedom, sovereignty and territorial integrity.
We welcome President Macron's recent recognition that Ukraine's
sovereignty and territorial integrity are preconditions for European
security and the security of all Europeans.
We emphasise the fact that Ukraine’s sovereignty and territorial
integrity are existential for the European Union, and should be
considered as a “strategic interest”, which makes it possible to
further use the provisions of Article 42 of the Treaty on European
Union, including missions outside to maintain peace, prevent conflicts
and strengthen international security; co-ordinations within Common
Security and Defense Policy; as well as obligations to aid and assist
Ukraine by all possible means.
In this regard, we call on member States of the European Union,
the European Commission, the European Council and the European Parliament
to:
- consider using the provisions
of Articles 22 and 42 of the Treaty on European Union to assist
Ukraine;
- immediately consider the practical implementation of Articles
22 and 42 for prevention and resolution of conflicts in Europe,
outside the European Union.
