Contents

1 Introduction

At its meeting on 28 June, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the third part-session of 2024 (Friday 28 June) to the pre-session Bureau meeting of the fourth part-session of 2024 (Monday 30 September).

The present report includes the decisions taken at the Bureau meetings of 28 June in Strasbourg and 6 September in Paris. Chapter 2 presents a list of decisions which do not require ratification. Chapter 3 presents a list of decisions taken by the Bureau over the reported period that require ratification at the opening of the fourth part-session of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 30 September, which will include decisions to be ratified on the same day. Another addendum will be issued after the Bureau meeting of 4 October. It will only include the decisions to be ratified by the Assembly on the same day, notably the references and transmissions, which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Cyprus, Poland and Slovenia, is published as Addendum 2 to this report.

The Bureau will hold its next meetings in Strasbourg on Friday 4 October at 8.30 am, then on Thursday, 28 November in Luxembourg and on Friday, 13 December in Paris. The next meeting of the Standing Committee will be held in Luxembourg on 29 November.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Third part-session of 2024 (Strasbourg, 24-28 June)

2.1.1 Follow-up to adopted texts

On 28 June, the Bureau approved the follow-up proposals made by the Secretary General of the Assembly to texts adopted by the Assembly, namely:

  • Resolution 2553 (2024) Strengthening a youth perspective in the work of the Parliamentary Assembly: instructed the Secretary General of the Parliamentary Assembly to prepare a memorandum on modalities to implement the “PACE-Youth Participation Mechanisms”; and decided to seize the Committee on Rules of Procedure, Immunities and Institutional Affairs for report on “Modification of various provisions of the Assembly’s Rules of Procedure” to ensure that the Assembly’s Rules of Procedure and complementary texts are amended in line with the decisions contained in paragraph 8 of the Resolution and its sub-paragraphs.
  • Resolution 2556 (2024) Legal and human rights aspects of the Russian Federation’s aggression against Ukraine: decided to refer the matter to the Committee on Legal Affairs and Human Rights for a new report on “Legal and human rights aspects of the Russian Federation’s war of aggression against Ukraine”.
  • Resolution 2561 (2024) Challenges to democracy in Georgia: decided to refer the matter to the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) to be taken into account in the preparation of its report on “The honouring of obligations and commitments by Georgia”.
  • Current affairs debate on War in Gaza: ensuring the release of the hostages, the implementation of an immediate ceasefire and the provision of humanitarian aid: decided to refer the matter to the Committee on Political Affairs and Democracy to be taken into account in the preparation of its report on “Situation in the Middle East”.

2.2 Fourth part-session of 2024 (Strasbourg, 30 September – 4 October)

2.2.1 Requests for debates under urgent procedure

On 6 September, the Bureau took note of the requests presented by the leaders of the political groups to hold debates on Deteriorating situation of human rights, Rule of Law and democracy in Azerbaijan; and Missing persons due to the war of aggression of the Russian Federation against Ukraine: prisoners of war and civilians in captivity.

2.2.2 Draft agenda

On 6 September, the Bureau drew up the preliminary draft agenda.

2.3 References and transmissions to committees

2.3.1 Extension of references

On 28 June, the Bureau considered and approved the references and transmissions to committees as presented in Doc. 16007 Add.3, ratified by the Assembly the same day. It also approved the following requests for extension of references:

  • Civil society and the Parliamentary Assembly: towards greater transparency and engagement Doc. 15330: extension until 31 December 2024;
  • The need for renewed, effective and inclusive multilateralism, Doc. 15332: extension until 27 September 2025;
  • The Parliamentary Assembly should support Kazakhstan to continue its democratic reforms, Doc. 15569: extension until 10 October 2025;
  • Foreign interference: a threat to democratic security in Europe, Doc. 15605: extension until 25 November 2025.

On 6 September, the Bureau approved the following request for extension of reference:

  • Analysis and guidelines to guarantee the right to housing and to decent housing, Doc. 15566 (Reference 4670 of 10 October 2022 – validity: 10 October 2024): extension until 10 October 2025.

2.4 Election observation

2.4.1 Parliamentary Assembly Network of Election Observers

On 28 June 2024, the Bureau considered and approved the terms of reference of the Parliamentary Assembly Network of Election Observers presented in Doc. 16007 Add.3, ratified by the Assembly the same day.

2.4.2 Republic of Moldova: Presidential election and Constitutional Referendum (20 October 2024)

On 28 June and 6 September, the Bureau approved the updated list of members of the ad hoc committee to observe these elections (Appendix 1).

2.4.3 Georgia: Parliamentary elections (26 October 2024)

On 28 June and 6 September, the Bureau approved the updated list of members of the ad hoc committee to observe these elections (Appendix 2).

2.4.4 Bulgaria: Early parliamentary elections (27 October 2024)

On 6 September, the Bureau decided to observe these elections and to set up an ad hoc committee composed of 20 members (SOC: 6; EPP/CD: 6; EC/DA:4; ALDE:3; UEL: 1) as well as the co-rapporteurs of the monitoring committee; given the very short timeframe since the last early parliamentary elections of 9 June 2024, decided to maintain the same list of members and the same chairperson of the ad hoc committee, Mr Oleksii Goncharenko (Ukraine, EC/DA), while filling the previously vacant seats (Appendix 3).

2.4.5 Uzbekistan: Parliamentary elections (27 October 2024)

On 6 September, the Bureau decided not to observe these elections.

2.5 Communications

On 6 September, the Bureau took note of the communications by the President of the Assembly, the Secretary General and the Deputy Secretary General of the Council of Europe, and held an exchange of views with the Deputy Secretary General of the Council of Europe.

2.6 Follow-up to the Reykjavík Summit

On 6 September, the Bureau heard a presentation by the Director of Committees – Human Dignity and Sustainable Development, Louise Barton, and took note of the information provided.

2.7 Ad hoc committee of the Bureau to participate in the European Holocaust Memorial Day for Roma and Sinti (Auschwitz-Birkenau, Poland, 2 August 2024)

On 28 June, the Bureau approved the list of members of the ad hoc committee to participate in the event and designated the President of the Assembly as its chairperson (Appendix 4).

2.8 Ad hoc committee of the Bureau to participate in the conference of the European Parliamentary Technology Assessment network (EPTA), on the theme “Artificial Intelligence and Democracy”, in Oslo, on 21 October 2024

On 28 June, the Bureau took note of the letter by the Vice-President of the Committee on Political Affairs and Democracy and decided to set up an ad hoc committee of the Bureau to participate in the conference of the European Parliamentary Technology Assessment network (EPTA), on the theme “Artificial Intelligence and Democracy”, in Oslo, on 21 October 2024.

2.9 Ad hoc committee of the Bureau to participate in the Council of Europe Parliamentary Conference on "Promoting safety, integrity, equality and inclusion in sport" (Athens, 4-5 November 2024)

On 28 June, the Bureau approved the list of members of the ad hoc committee to participate in the Conference and designated the President of the Assembly as its chairperson (Appendix 5).

2.10 World Forum for Democracy (Strasbourg, 6-8 November)

On 28 June, the Bureau approved the list of members of the ad hoc committee to participate in the Forum (Appendix 6).

2.11 Meetings of the Standing Committee and the Bureau in 2025

On 6 September, the Bureau approved the proposals contained in the memorandum prepared by the Secretariat as set out in Appendix 7.

2.12 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)

On 28 June, the Bureau considered and approved the list of candidates in respect of the Slovak Republic, which was subsequently transmitted to the Committee of Ministers.

2.13 Václav Havel Human Rights Prize

On 6 September, the Bureau took note of the shortlist made by the Selection Panel at its meeting in Prague on 26-27 August 2024, consisting of (in alphabetical order): Akif Gurbanov (Azerbaijan), María Corina Machado (Venezuela) and Babutsa Pataraia (Georgia).

2.14 Meetings elsewhere than Strasbourg and Paris

On 28 June, the Bureau authorised the Committee on Legal Affairs and Human Rights to meet in Yerevan on 9-10 December 2024.

On 13 September, following a written consultation, the Bureau authorised the Sub-Committee on the Western Balkans (of the Committee on Political Affairs and Democracy) to meet in Belgrade on 10-11 October 2024.

2.15 Issues raised by committees

2.15.1 Committee on Political Affairs and Democracy

On 6 September, the Bureau authorised Mr Lulzim Basha (Albania, EPP/CD), in his capacity as rapporteur for follow-up on “Support for the reconstruction of Ukraine”, to participate in a hearing of the Sub-committee on Europe of the Foreign Affairs Committee of the House of Representatives of the United States, in Washington (United States), between the 16 and the 30 September 2024 (date to be confirmed), at no cost to the Assembly.

3 Decisions of the Bureau requiring ratification by the Assembly

3.1 Modalities of participation of a representative delegation of Belarusian democratic forces in the work of the Assembly

On 6 September, the Bureau heard a presentation by the Director of Committees – Democracy and Rule of Law, Sonia Sirtori. It took note of the memorandum prepared by the Secretary General of the Assembly and approved the proposals for the implementation of paragraph 12.3 of Resolution 2530 (2024), subject to ratification by the Assembly through the Progress report (Appendix 8).

3.2 References and transmissions to committees

On 6 September, the Bureau considered and approved the following references and transmissions to committees:

  • Role of the Council of Europe in countering the sanctions’ evasion and creating a Register of entities assisting the Russian Federation in circumventing restrictive measures, motion for a resolution, Doc. 16014: transmission to the Committee on Legal Affairs and Human Rights and to the Committee on Political Affairs and Democracy for information; (to be taken into account in the follow-up to the reports on “Legal and human rights aspects of the Russian Federation’s aggression against Ukraine”, Doc. 15998, Resolution 2556 (2024), Recommendation 2279 (2024) and “The role of sanctions in countering the Russian Federation’s war of aggression against Ukraine”, Doc. 16000, Resolution 2557 (2024));
  • Fighting back against transnational repression, motion for a resolution, Doc. 16017: reference to the Committee on Legal Affairs and Human Rights for report.

Appendix 8 – Modalities of participation of a representative delegation of Belarusian democratic forces in the work of the Assembly

Proposals for the implementation of paragraph 12.1 of Resolution 2530 (2024)

With a view to implementing paragraph 12.1 of Resolution 2530 (2024) “A democratic future for Belarus”, it is proposed that the Bureau decide to invite the Belarusian democratic forces to designate a delegation to participate in the work of the Assembly and its bodies, according to the modalities and conditions set out below:

  • the delegation of the Belarusian democratic forces shall be composed of 3 representatives and 3 substitutes to be designated by the Coordination Council amongst its members;
  • the delegation shall be composed to ensure a fair representation of the political parties, groups or factions within the Coordination CouncilNote and to include at least the same percentage of the under-represented sex as is present in the Coordination Council;
  • the Coordination Council shall transmit to the President of the Assembly no less than one week before the opening of the session the list of the members of its delegation, appointed for the duration of the entire session. The list should be submitted to the Bureau for approval and subject to ratification by the Assembly through the Progress report;
  • as a transitional measure for 2024, following elections held in May 2024, the Coordination Council shall transmit the list of members of its delegation to the President of the Assembly no less than one week before the opening of the first part-session of the Assembly following the Bureau decision as ratified by the Assembly through its Progress report;
  • following future elections to the Coordination Council, appointments to the Assembly shall be made within six months of the election. The existing delegation shall expire at the opening of the first sitting of the Assembly or meeting of the Standing Committee following the appointment of the new delegation by the Coordination Council or following the expiry of the six-month period after the election date;
  • members of the delegation shall have the right to participate in the work of committees (including sub-committees and ad hoc sub-committees) and networks during part-sessions, with the exception of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee), the Committee on Rules of Procedure, Immunities and Institutional Affairs, and the Committee on the Election of Judges to the European Court of Human Rights;
  • members of the delegation participating in the above-mentioned meetings may speak if authorised by the chairperson. They shall not have the right to vote;
  • secretaries of the delegation may attend the meetings of committees of the Assembly, except those of the Monitoring Committee, the Committee on Rules of Procedure, Immunities and Institutional Affairs, and the Committee on the Election of Judges to the European Court of Human Rights;
  • members of the delegation of Belarusian democratic forces may participate in the work of political groups according to the conditions established by the groups;
  • the Bureau shall take stock of the implementation of this decision in one year time, or before should it be considered necessary. This may include modalities for the presence of the representative delegation of Belarusian democratic forces in the Assembly chamber.
