1. The Committee of
Ministers has carefully examined Parliamentary Assembly Recommendation 2282 (2024) “The
Council of Europe Development Bank: implementing the Reykjavík Declaration”
and has forwarded it to the Council of Europe Development Bank (CEB)
for information and possible comments.
2. In response to paragraph 2.1 of the Assembly’s recommendation,
the Committee of Ministers would invite the five States that have
not yet joined the CEB or have not yet fully considered the possibility
of doing so, either to join the Bank or to consider doing so.
3. With regard to paragraph 2.2, the Committee of Ministers can
inform the Assembly that when considering the Programme and Budget
as well as country-specific action plans, it bears in mind the potential synergies
between the co-operation activities planned and implemented by the
Council of Europe and the lending activities of the CEB in appropriate
sectors. In practice, regular co-ordination is carried out between relevant
parts of the Secretariats of the Council of Europe and the Secretariat
of the Partial Agreement on the Council of Europe Development Bank.
Concrete examples of parallel, co-ordinated interventions in individual member
States exist, such as in the penitentiary sector. The Committee
of Minister encourages the continuation of these exchanges, in particularly
between the Directorate of Programme Co-ordination and the CEB at
the programming stage with regard to action plans.
