In the draft resolution, at the end of paragraph 16.6, insert the following words:

"and condemns any deliberate obstruction of these efforts."

Explanatory note

A strong statement should be made not only regarding the urgent need for basic services and humanitarian assistance, but also regarding the deliberate obstacles to providing them.
