Summary

The Parliamentary Assembly of the Council of Europe stresses the importance of ensuring gender equality, accessibility, and inclusive policies within parliamentary life to foster well-functioning democracies. Despite progress, women remain under-represented, particularly in leadership and decision-making roles. The resolution urges member and observer States to implement measures promoting balanced representation of women and men in national parliaments, aiming for parity, and to address the infrastructure and accessibility needs of members of parliament and parliamentary staff who are also parents, persons with disabilities and/or reduced mobility. It also recommends developing supportive policies for the work-life balance of parliamentarians, reviewing legal restrictions affecting women parliamentarians, and encouraging co-operation with NGOs for accessibility audits. Furthermore, political parties and the Assembly itself are encouraged to adopt strategies that promote diversity and inclusion, with a particular focus on combating sexism, harassment, and discrimination.
