Summary

The Parliamentary Assembly of the Council of Europe has issued Resolution 2623, which calls urgently for an end to the devastating humanitarian crisis in Gaza and the protection of journalists working there. Following the 2023 attack by Hamas on Israel and the subsequent prolonged military operations by Israel in Gaza, the region has suffered immense civilian casualties and infrastructure devastation. The Assembly condemns both Hamas for instigating the crisis and the Israeli government for its disproportionate military response, which has led to over 65,000 Palestinian deaths. It highlights the violation of international humanitarian law through deliberate obstruction of aid and attacks on civilians, emphasising the plight of children and journalists in Gaza. The Assembly demands an immediate ceasefire, unhindered humanitarian aid access, protection for journalists, and accountability through international judicial bodies. It supports diplomatic efforts and humanitarian initiatives, such as the Global Sumud Flotilla, aimed at alleviating the situation in Gaza.
