The Parliamentary Assembly of the Council of Europe underscores the vital importance of free and fair elections as the foundation of democratic governance, especially in times of crisis such as pandemics, natural disasters, or conflicts like the war in Ukraine. Recognising the persistent challenges posed by polarisation, disinformation, and cyber threats, the Assembly advocates for robust frameworks and practices to maintain electoral integrity and public confidence. It calls for regular assessments of electoral laws, enhanced electoral security, crisis management strategies, and strengthened cooperation among member States. The Assembly also emphasises the importance of international election observation, adaptability in crises, and continuous support for countries facing prolonged emergencies. Furthermore, it encourages the reinforcement of electoral processes through cooperation and innovation, contributing to the New Democratic Pact for Europe to fortify democratic foundations across the continent.
