Restructuring and streamlining of the Assembly's Rules of Procedure

Summary

The Parliamentary Assembly has restructured and streamlined its Rules of Procedure, which had become increasingly lengthy and cumbersome since the last comprehensive review in 1999. The aim is to make the Rules more user-friendly without making any significant changes to them. The revised structure will divide the Rules of Procedure into four sections: Basic Principles of the Assembly, Rules on the Functioning of the Assembly, Rules on the Functioning of Committees and Code of Conduct for Members. In addition, the Assembly plans to reorganise and simplify its complementary texts to ensure their consistency, coherence and ease of reference. The restructured Rules of Procedure will come into force at the opening of the January 2027 part-session.
