In the draft resolution, after paragraph 16.5, insert the following paragraphs:

"condemns internet shutdowns and restrictions on communications used to prevent mobilisation, silence independent reporting and obstruct documentation of human rights violations;

calls on member States to support secure communication tools, digital safety for activists and journalists, and mechanisms for preserving evidence of serious human rights violations for future accountability processes;"
