Summary

The Parliamentary Assembly expresses deep concern over the continued democratic backsliding in Georgia, marked by a crackdown on civil society, political opposition, and dissent. It notes that none of its urgent recommendations in earlier resolutions to address this crisis have been implemented and concludes that as a result of the breakdown of democracy in Georgia, conditions for democratic elections no longer exist. The Assembly calls on Georgian authorities to halt the prosecution of opposition leaders, repeal repressive legislation, and ensure conditions for free and democratic elections. It condemns measures that undermine democracy, including education reforms affecting academic freedom and transnational repression against journalists. The Assembly urges thorough investigations into police brutality during demonstrations and highlights the need for Georgia to comply with European Court of Human Rights judgments and OSCE recommendations. It reiterates its commitment to dialogue aimed at restoring democratic principles in Georgia based on the understanding that principles and standards of the Council of Europe as well as the obligations stemming from its membership and the imperative need to fully honour these obligations, cannot be put into question or negotiated.
