In Recommendation 2311, the Parliamentary Assembly calls on the Committee of Ministers to take two key steps to improve the lives of veterans across Europe. First, it urges the drafting of a landmark recommendation on veterans' rights and well-being — the first European text to establish common human rights standards for veterans — covering mental health, employment, career transition, and combat-related disabilities, and developed in partnership with organisations such as the WHO, ILO, OECD, and the UN. Second, it calls for dedicated support for Ukrainian veterans to be made a priority in the next Council of Europe Action Plan for Ukraine, encompassing employment, healthcare, housing, education, and social policy, while also strengthening the Council of Europe's on-the-ground presence in Ukraine to gather and share lessons learned with other member States.
